Mayor Jose Voltaire V. Ricafrente

      Hon. Jose Voltaire V. Ricafrente has been elected to positions in both legislative and executive capacities. As Local Chief Executive from 2016 to 2022, he initiated major infrastructure projects including the construction of the new public market and municipal hall, strengthened traffic management operations, and forged partnerships with the church and law enforcement agencies to ensure public safety, order, and security.

      A strong advocate of local culture, he promoted appreciation of Rosario’s history through the municipality-wide Tinapang Salinas Festival, which introduced the locally composed theme “Salinas, Sali Na” and inter-school street dance competitions. The youth organization Kulturang Salinas was also established to promote culture while steering the youth away from illegal drugs.

      Being sports-minded, he supported youth development through the creation of the Rosario Sports Development Council, composed of trained coaches across various sports disciplines.

      He also believed in grassroots leadership, personally overseeing the cleaning of esteros, clearing of streets for improved walkways and parking, and the beautification of public spaces and public structures.

During his term, the municipality received several recognitions, including the Seal of Good Local Governance (SGLG) for three consecutive years, the Seal of Good Financial Housekeeping, the Seal of Child-Friendly Local Governance, and recognition for Anti-Drug Abuse Council functionality. In the legislative arena, he also spearheaded the consolidation and updating of key ordinances to address emerging community needs.
